One specific phrase now anchors the diplomatic dialogue between Washington and Havana: a discrete partnership with the Central Intelligence Agency. U.S. Secretary of State Marco Rubio used social media this past Friday to encourage Cubans who desire positive change to work directly with American intelligence officials. This move represents a significant escalation in the Trump administration’s strategy to destabilize the current Cuban government.

In a post on the platform X, Rubio declared that the current moment is ideal for those seeking to reshape the island. He cited widespread disappointment over broken promises, systemic corruption, and the comfortable lifestyles enjoyed by a small elite as key motivators. The Secretary urged readers to seize this opening to drive the specific changes they want through that new intelligence collaboration.

The CIA swiftly amplified the message. The agency reposted the appeal, including a version translated into Spanish, and attached a video that outlined the precise steps citizens could take to make contact. This coordinated effort signals a unified front in applying pressure on the island’s leadership.

The push comes at a time of severe economic strain for ordinary Cubans. The island continues to endure a strict U.S. embargo and a series of sanctions designed to force policy shifts from the communist regime. Daily life has become more difficult, with the cost of basic necessities rising sharply. Access to healthcare has also declined, leading to long waits for both food and medical attention. Reports indicate that residents have spent hours standing in lines just to purchase bread or secure a doctor’s appointment.

Economic tightening accelerated earlier this week when Washington announced new sanctions targeting Cuba’s state-run bank. The U.S. government stated that the financial institution maintained ties to Iran, a key adversary in the region. This additional burden aims to tighten the noose around the Cuban economy further.

President Trump reinforced the message during a campaign rally in South Florida on the same day. He suggested that U.S. military assets deployed near the Strait of Hormuz would play a role in resolving the situation. Trump remarked that the nation would address the Cuban question while returning from Iran, referencing the Navy warships currently stationed in that area.

The President offered a vivid, if informal, description of the potential outcome. He stated that one of the warships would stop approximately fifty yards from the Cuban coast. According to his account, the local authorities would raise their hands in submission, allowing Rubio to step in and finalize the arrangement.

Havana has pushed back against the strong language. Foreign Minister Bruno Rodríguez Parrilla responded on X on Friday, rejecting any threats that stem from American ambitions for the island. He noted that while the coastline features beautiful beaches, it is also rugged and inhospitable to those who arrive with hostile intentions and a desire for domination.

The next phase of this diplomatic and economic standoff will likely involve further monitoring of the state-run bank and continued public appeals to the Cuban populace. The administration appears prepared to maintain high-pressure tactics until significant concessions are made.
